<p>Professor Douglas Rasmussen of St. John’s University in New York gave a lecture at the House of National Culture Friday 26 October, on the occasion of the publication of Ayn Rand’s <em>Atlas Shrugged</em> in an Icelandic translation by Elin Gudmundsdottir. This publication was co-sponsored by RNH and <a href="http://www.rnh.is/?page_id=397">AB Publishing Company</a>. In his lecture, Rasmussen discussed the works and philosophy of Ayn Rand. According to him, Rand believed that the purpose of government was the protection of individual rights and that capitalism was neither amoral nor immoral, but a socio-economic order based on rights. She also strongly believed that each individual human being is an end in him- or herself, not a means to others, and that the aim of human life was human flourishing. In this way, Rand could be considered as a follower of Aristotle.  Rasmussen said that Rand was one of the most remarkable moral philosophers of the 20th Century, besides being a very popular novelist.</p>

<p>Mr. Asgeir Johannesson, chairman of the Icelandic Ayn Rand Association, introduced Professor Rasmussen and chaired the meeting. After the questions and answers, prominent Icelandic musicians gave a short concert, in the spirit of Ayn Rand, an ardent admirer of classical music. This was followed by a reception where Gisli Hauksson, chairman of the board of RNH, said a few final words. The lecture and the reception were well-attended, and a lot of copies of the Icelandic edition of <em>Atlas Shrugged</em> were sold. The website Andriki has published a <a href="http://andriki.is/post/34761709906">blog</a> on the book. <p>Douglas Rasmussen, heimspekiprófessor í St. John’s-háskólanum í New York-ríki, flutti fyrirlestur á fundi RNH í Þjóðmenningarhúsinu föstudaginn 26. október 2012 um heimspeki og skáldskap rússnesk-bandarísku skáldkonunnar Ayns Rands. Fyrirlesturinn var í tilefni þess, að <a href="http://www.rnh.is/?page_id=395">Almenna bókafélagið</a> gaf sama dag út skáldsögu Rands, <em>Undirstöðuna</em> (Atlas Shrugged) í þýðingu Elínar Guðmundsdóttur, en RNH og AB hafa samstarf um að koma verkum Rands út á íslensku. Rasmussen kvað Rand hafa trúað því, að tilgangur ríkisins væri að vernda réttindi einstaklinga og að kapítalisminn væru hvorki siðlaus né ósiðlegur, heldur eins konar rammi utan um þessi réttindi. Markmið lífsins væri, að einstaklingar gætu komist til þroska. Minnti Rand um það á Aristóteles að sögn Rasmussens. Taldi fyrirlesarinn Rand vera einn merkilegasta og sérkennilegasta heimspeking tuttugustu aldar, sem auk þess hefði komið boðskap sínum á framfæri í vinsælum skáldsögum.</p>

<p>Ásgeir Jóhannesson, formaður íslenska Ayn Rand-félagsins, setti fundinn og stjórnaði honum. Að loknum umræðum fluttu íslenskir tónlistarmenn nokkur klassísk verk, en Rand var unnandi klassískrar tónlistar. Þá sleit Gísli Hauksson, stjórnarformaður RNH, fundinum með örfáum orðum og bauð til móttöku. Fundurinn og móttakan voru hvort tveggja fjölsótt, og eintökin, sem á boðstólum voru af <em>Undirstöðunni</em>, runnu út eins og heitar lummur. Gissurarson gave a <a href="http://www.fel.hi.is/thjodarspegillinn">lecture at the University of Iceland 26</a> October 2012 on “What Political Economy Can Tell Us About Icelandic Money Smell”. This is the smell emitted by fish processing plants in fishing villages in Iceland. Professor Gissurarson contrasted the approaches of English economist A.C. Pigou and Nobel Laureate R.H. Coase to this and other problems of a similar kind, namely when the economic activity of one man created uncontracted costs or benefits for other people. Pigou wanted government to step in and solve the problem with some kinds of corrective taxes, whereas Coase held that often the problem was caused by high transaction costs which could be lowered by defining more clearly individual use or property rights. In the case of the Icelandic “Money Smell”, there were positive as well as negative effects of the economic activity in question, as the name suggests. However, recent developments seem to suggest the formation of some kinds of use rights to clean air.</p>

Coase, hefði hins vegar bent á, að oft væri skýringin á slíkum áhrifum, að erfitt væri eða ókleift fyrir geranda og þolanda að semja um málið í frjálsum viðskiptum. Ef viðskiptakostnaður lækkaði, til dæmis með skilgreiningu eignaréttinda, þá hyrfu slíkir árekstrar oft úr sögunni. Tók Hannes til dæmis peningalyktina svokölluðu, hinn ramma þef, sem oft lagði af síldar- og loðnubræðslum í íslenskum sjávarþorpum, og taldi mengunarskatt á hann misráðinn. Í raun hefði síðustu áratugi myndast eins konar afnota- eða eignarréttur á hreinu andrúmslofti.</p>

<p>Norwegian journalist Jan Arild Snoen gave a talk about the bias against America in European media at a meeting organised by RNH and IABF — the Icelandic-American Business Forum — at the University of Iceland 15 October 2012. Snoen pointed out that surveys in Norway, Denmark and Sweden showed that people in the media were much to the left of the general public in those countries, and that the same doubtless applied in other European countries. Moreover, Europeans in general were much to the left of Americans in their view of the world. These two kinds of differences made European media susceptible to all kinds of strange, but unfounded, stories about America of which Snoen gave some examples. In fact, a survey made by the statistical office of the European Union and published in February 2007 showed that (relative) poverty was less in Iceland in 2003 than in any other European country with the exception of Sweden, and that the distribution of income in Iceland was in 2004 similar to that in the other Nordic countries. Professor Gissurarson argued, however, that the most important task was not to facilitate poverty, but to <a href="https://www.youtube.com/watch?v=okHGCz6xxiw">create opportunities</a> to get out of it. <p>RNH organised an international  conference on “Fisheries: Sustainable and Profitable” Saturday 6 October 2012 at the University of Iceland, a part of the joint RNH-<a href="http://www.aecr.eu/">AECR</a> project “Europe, Iceland and the Future of Capitalism”. Keynote speakers included the chief fisheries specialists of FAO, OECD and the World Bank, and three Icelandic internationally renowned specialists on fisheries: Arni Mathiesen, FAO, Gunnar Haraldsson, OECD, and Michael Arbuckle, World Bank, and Professors Ragnar Arnason, Rognvaldur Hannesson and Thrainn Eggertsson. Brian Carney, a member of the editorial board of the <em>Wall Street Journal,</em> and Dr. Michael De Alessi, an expert on marine technology, also participated in the programme. Mrs. Rakel Olsen who runs a a fishing company in Stykkisholmur opened the conference, and it was closed by Mrs. Gudrun Larusdottir who runs a fishing company in Hafnarfjordur. <p><a href="https://www.youtube.com/watch?v=pBMMAT_FxNg">Thrainn Eggertsson</a> tried, in his paper, to explain the opposition to the very successful and efficient Icelandic ITQ (individual tradable quota) system in the fisheries. He distinguished between the ideologists and materialists in the opposition and argued that the collapse of the banking sector in 2008 had rejuvenated the resentment of the wealth generated in the fisheries. <a href="https://www.youtube.com/watch?v=NKNR702KSJE">Ragnar Arnason</a> presented evidence and arguments  to the effect that the whole Icelandic nation benefited in many indirect ways from profitable fisheries, even if the holders of ITQs were not too numerous. About half the rent captured in the fisheries ended up with government already, in one way or another. Rognvaldur Hannesson and the other lecturers at the conference all agreed that an ITQ system like the present one in the Icelandic fisheries was the best solution in Iceland, while other kinds of system might apply elsewhere, for example TURFs, territorial use rights in fisheries.</p>

<p>The conference was well-attended and generated much media attention. <em>Morgunbladid</em> printed an <a href="http://www.mbl.is/greinasafn/grein/1439286/?item_num=1&amp;searchid=c3aa7f8afc4809c698e1e4c9e37232add301e2d5">interview</a> 6 October with two of the lecturers, Dr. Gunnar Haraldsson and Professor Thrainn Eggertsson, who lamented the changes which the present Icelandic government is trying to force through on the well-functioning system of ITQs (individual transferable quotas) in the Icelandic fisheries. That same evening, Thrainn Eggertsson also <a href="http://www.visir.is/rikid-adstodi-baejarfelog-vid-ad-kaupa-kvota/article/2012121009173">appeared</a> in the newshour of the television station, Stod tvo. Brian Carney wrote an <a href="http://online.wsj.com/article/SB10000872396390444897304578044092378782314.html">editorial</a> in the <em>Wall Street Journal</em> 9 October on the political threat to the ITQ system. He considered it almost suicidal if the present Icelandic government would for populist reasons impose inefficient changes on the system which had contributed so much to Iceland’s recovery. <em>Morgunbladid</em> printed an <a href="http://www.mbl.is/greinasafn/grein/1439675/">interview</a> 11 October with Professor Ragnar Arnason and an <a href="http://www.mbl.is/greinasafn/grein/1439788/?item_num=0&amp;searchid=1b82f21516da4600b841d82bee0315e44c5e94ea">interview</a> 12 October with Professor Rognvaldur Hannesson who said that one should not kill the goose that laid the eggs of gold, as seemed to be the intention of the present Icelandic government. <em>Vidskiptabladid</em> also gave 13 October an <a href="http://www.vb.is/frettir/77108/">account</a> of of the conference.</p>

<p>Þráinn Eggertsson reyndi í fyrirlestri sínum að skýra fræðilega, hvers vegna sterk andstaða væri við kvótakerfið í íslenskum sjávarútvegi, þótt það hefði gefist vel og væri arðsamt ólíkt kerfum í öðrum löndum. Hann taldi andstæðinga kerfisins ýmist knúða áfram af hugmyndafræði eða efnahagslegum hagsmunum. Andstaðan hefði lifnað við eftir fall bankanna. Ragnar Árnason leiddi rök að því, að allir Íslendingar nytu góðs af því, þegar arður myndaðist í sjávarútvegi, jafnvel þótt aðeins lítill hluti þeirra ætti kvóta. Um helmingur þess arðs, sem myndaðist vegna kvótakerfisins, rynni til ríkisins á ýmsan hátt. Rögnvaldur Hannesson og aðrir fyrirlesarar voru allir sammála um, að kvótakerfi eins og það, sem nú stæði, hentaði Íslendingum best, þótt verið gæti, að annars konar kerfi ættu betur við annars staðar.</p>

<p>Ráðstefnan, sem var þáttur í samstarfsverkefni RNH og <a href="http://www.aecr.eu/">AECR</a>, Evrópusamtaka íhaldsmanna og umbótasinna, var fjölsótt og vakti mikla athygli. <em>Morgunblaðið</em> birti 6. október <a href="http://www.mbl.is/greinasafn/grein/1439286/?item_num=1&amp;searchid=c3aa7f8afc4809c698e1e4c9e37232add301e2d5">viðtöl</a> við tvo fyrirlesara, dr. Gunnar Haraldsson og prófessor Þráin Eggertsson, sem varaði við fyrirhuguðum breytingum á kvótakerfinu. Einnig <a href="http://www.visir.is/rikid-adstodi-baejarfelog-vid-ad-kaupa-kvota/article/2012121009173">talaði</a> Stöð tvö við Þráin Eggertsson í kvöldfréttum sama dag. Brian Carney skrifaði <a href="http://online.wsj.com/article/SB10000872396390444897304578044092378782314.html">ritstjórnargrein</a> í <em>Wall Street Journal</em> 9. október, þar sem hann kvað kvótakerfið hafa átt sinn þátt í endurreisn Íslands. Það líktist helst sjálfsmorði að ráðast að því. <em>Morgunblaðið</em> birti <a href="http://www.mbl.is/greinasafn/grein/1439675/">viðtal</a> við Ragnar Árnason 11. október og <a href="http://www.mbl.is/greinasafn/grein/1439286/?item_num=1&amp;searchid=c3aa7f8afc4809c698e1e4c9e37232add301e2d5">viðtal</a> við Rögnvald Hannesson 12. október. Rögnvaldur kvað það ekki góða latínu að drepa gæsina, sem verpti gulleggjunum, eins og gert væri með því að ráðast að kvótakerfinu. <em>Viðskiptablaðið</em> birti <a href="http://www.vb.is/frettir/77108/">frásögn</a> af ráðstefnunni 13. október.</p>
